Abstract

The concept of equal opportunities is a founding principle of contemporary democratic societies and represents, at the same time, one of the essential conditions for the construction of a fair legal and social order. Guaranteeing each individual the possibility of being able to access, without any discrimination, the enjoyment of fundamental rights and social resources is not only an ethical obligation but is a necessary condition for the collective progress of the entire community/society. In this perspective, equal opportunities are not limited to constituting an ethical duty or an abstract ideal but take on the value of a concrete prerequisite for the social, economic and cultural progress of the entire community. Substantial equality between individuals must not be interpreted solely as the absence of formal discrimination, but as the effective guarantee of the possibility for each citizen to have free access to fundamental rights and the resources of the community.
